2.                     Parties: City of Port St. Lucie and All Florida Security Services, Inc.

3.                     Purpose: To provide for an Armed Security Guard presence at the MIDFLORIDA Event Center (MFEC) as well as Parks and Recreation (P&R), to help ensure the safety of staff, guests, and City Property.

4.                     New/Renewal/Modified: New.

5.                     Duration: The Initial term of the Contract is for three (3) years from the execution date with three (3) one-year renewal options.

6.                     Benefits to Port St. Lucie: The implementation of enhanced security measures will provide strengthened safety for City staff, MFEC guests and clients, and improved monitoring and protection of City property.

7.                     Cost to Port St. Lucie (Annual and Potential): Estimated annual expenditure will be approx. $150,000.00 to be shared between MFEC and Parks & Rec. Future expenditures will be appropriated in each fiscal year Budget.

Staff Recommendation: Move that the Council award Contract #20260050 for Full Time Armed Security Guard Services to All Florida Security Services, Inc.

 

       Alternate Recommendations:

        1. Move that the Council amend and approve the recommended proposal.

        2. Move that the Council reject all proposal and provide staff direction to resolicit or cancel the Request for Proposals.

 

Background: The MFEC is now entering its third year of providing Armed Security Services, following the initial implementation of this need in October 2023. In 2021, the facility received a comprehensive threat assessment from the Port St. Lucie Police Department outlining several security deficiencies, primarily related to multiple high-traffic entry points and blind spots within the CCTV systemThe findings of this assessment and a series of documented security concerns, led to the need to implement greater security measures.  In close collaboration with the Police Department, MFEC engaged a security contractor on a one-year trial basis to evaluate operational effectiveness, as MFEC was the first City facility to utilize an outside armed security agency to address these broader safety concerns.  Since implementation, the results have been significant. MFEC has recorded an approximate 95% reduction in incidents and disruptive behavior within the parking garage, previously the most persistent trouble area, greatly improving safety for both staff and visitors.  Additionally, the presence of professional armed security has reduced the need for City staff (who are not trained in self-defense or de-escalation techniques) to intervene in potentially volatile situations.  Overall, the program has proven to be a tremendous success. Based on these results, MFEC is now seeking to establish a long-term contract to ensure these security services remain in place to meet the facility’s operational and public safety needs for the foreseeable future.

 

An RFP was issued on November 18, 2025 to 905 potential Vendors, there were 15 applicants and 11 proposals submitted on December 24, 2025. Of the eleven proposals received, six were deemed responsive.  PMD held an evaluation committee meeting on March 5, 2026.  The Evaluation Committee scored the proposals as follows:

                     #1 Ranked Proposal:  All Florida Security Services, Inc. - 93.8

                     #2 Ranked Proposal:  Excelsior Defense, Inc. - 84.6

                     #3 Ranked Proposal:  Veterans Security Corps of America, Inc. - 83.0

                     #4 Ranked Proposal:  A & Associates - 80.6

                     #5 Ranked Proposal:  DEM Staffing, LLC - 74.4

                     #6 Ranked Proposal:  Eagle Security Services, Inc. - 71.0

 

PMD began negotiations with the top ranked proposer, All Florida Security Services, Inc.  After negotiations an agreement was reached in acceptance of their proposal.

 

Issues/Analysis: Staff has reviewed the proposals and recommend entering into a contract with All Florida Security Services, Inc.

                     

Financial Information: Annual expenditures will be shared between MFEC and Parks & Recreation and are appropriated in the: General Fund / MIDFLORIDA Event Center / Other Contractual Services (Account #001-7500-534000-00000); General Fund / P&R Recreation Event Center / Other Contractual Services (Account #001-7503-534000-00000); and  General Fund / P&R Fitness Center / Other Contractual Services (Account #001-7502-534000-00000).
