Executive Summary (General Business): The City of Port St. Lucie owns and operates the Prineville Water Treatment Facility (“Prineville”). The concentrate from Prineville’s reverse osmosis (“RO”) process is disposed of by a single Class I deep injection well (IW-1).  The current disposal system does not have a backup should the injection well need to be taken out of service for routine maintenance or repairs.  The intention of this Request for Proposals is to find a highly qualified Consulting Hydrogeologist/Engineer to design a second Class I deep injection well (IW-2) to serve as backup to IW-1.

Staff Recommendation: Move that the Council approve the shortlist for the Request for Proposals (eRFP) # 20210107 for Design & Permitting of Class I Deep Injection Well at Prineville WTP and begin negotiations with McNabb Hydrogeologic, who was the highest ranked firm. In the event the City and the highest ranked firm cannot reach an agreement, the City shall formally end negotiations by written notification to the firm. The City shall then enter negotiations with the next highest ranked firm and attempt to negotiate a contract with that firm. The process will continue until the City has successfully negotiated a contract or reject all proposals for award.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and provide staff with direction.

 

Background: The City desires to construct a second Class I deep injection well (IW-2) at Prineville to meet disposal capacity needs for the RO process as a secondary injection well to serve as backup to the existing Class I deep injection well (IW-1). The scope of work for this project includes the design, permitting, bidding services, and services during construction of a second Class I industrial deep injection well on the utility site.

 

Issues/Analysis: An eRFP was advertised on DemandStar on September 18, 2021, with a proposal due date of October 26, 2021. During the advertisement period, 2,655 suppliers were notified, 26 of those downloaded plans and 2 submitted proposals. On November 16th, 2021, PMD held a public meeting where the committee members met to review and discuss their individual scores. The committee voted to have discussions on November 23rd, 2021 with McNabb Hydrogeologic, Kimley-Horn and Associates, Inc.

 

The Evaluation Committee has reviewed and scored all proposals and the rankings are as follows: (1) McNabb Hydrogeologic; (2) Kimley-Horn and Associates, Inc. These firms were invited to the presentation/discussion meeting.

 

The discussions allowed the committee to gain a better understanding and more insight into the firm’s qualifications and fitness for the project based on the firm’s submittal and the Q&A answers previously supplied to the committee and any follow up questions the committee may have. The committee has selected McNabb Hydrogeologic as the top-ranked firm.

                     

Financial Information: The funds are appropriated in Utility CIP Fund/DIW @ Prineville 2.5 million gallons per day (mgd) /Design Services (4483310-563004). This project is also part of the Utilities recent bond issued projects.

Location of Project: The location of the project is protected by Homeland Security Critical Infrastructure.
