Executive Summary (General Business): The St. Lucie County Sheriff’s Office (“SLCSO”) and the Port St. Lucie Police Department (“PSLPD”) are parties to the School Resource Officer Program Memorandum of Understanding (“SRO MOU”) to provide School Resource Offices for the School Resource Program operated in conjunction with the School Board of St. Lucie County (“School Board”). The SRO MOU entered on September 25, 2018 has been amended twice previously. This proposed Third Addendum addresses the SLCSO’s payment of “one-half of the salary and benefits” for each school resource officer provided by PSLPD for the 2023-2024 and 2024-2025 school years, adds a fourth high school (Legacy High School) to the scope of the agreement for the 2025-2026 school year, and clarifies the invoicing schedule.

 

Presentation Information: Staff will be available to answer any questions.

 

Staff Recommendation: Move that the Council approve the Resolution and authorize the Chief of Police to execute the Third (2026) Addendum to the SRO MOU.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve the Resolution and authorize the Chief of Police to execute the Third (2026) Addendum to the SRO MOU.

2.                     Move that the Council not approve the Resolution and provide staff direction.

 

Background: The SRO Program has been in effect for seven (7) years and the SRO MOU expires on June 30, 2026. It is expected to be renewed upon agreement with the School Board and SLCSO. A new MOU should follow.

 

Issues/Analysis: Staff anticipates additional changes going forward should the MOU be renewed, but this Third Amendment is intended to clarify the current relationship with the SLCSO as it relates to payment and other authorizations throughout the remainder of the MOU’s term.

                     

Financial Information: The SLCSO will be reimbursing “one-half of the salary and benefits” for each school resource officer provided by PSLPD in the listed high schools.
