Executive Summary (General Business): The City has received an application from Culpepper and Terpening, Inc., acting as the agent for the City of Port St. Lucie Community Redevelopment Agency (CRA) and the City of Port St. Lucie (property owner) to amend the City Center Planned Unit Development (PUD) regulation book and concept plan for City owned property within the PUD. This application is the first amendment to the City Center PUD.  It amends the development thresholds approved for the PUD by reducing office entitlements from 393,000 square feet to 250,000 square feet and other changes and adds a 6,000-seat Sports Stadium to the PUD. The list of changes is listed in the staff report and are included in the attached PUD document (Exhibit “A”).

Staff Recommendation: Move that the Council approve the amendment as recommended by the Site Plan Review Committee. 

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve the amendment. 

2.                     Move that the Council not approve the amendment and provide staff direction. 

 

Background: The Planning and Zoning Board recommended approval of the proposed amendment at the October 6, 2026, Planning and Zoning Board meeting.  The City Center PUD is approved for 932 multi-family residential units, 193,500 square feet of retail and commercial use, 393,000 square feet of general office use, 150 condominium units, 750 civic center seats, 15,000 square feet of restaurant, and 25,000 square feet of police station with structured parking, open, space, and civic space. The subject property is divided into 11 blocks that specify the development type and use of each block as identified in Exhibit “C” of the PUD.

 

Issues/Analysis: This application amends the PUD to reduce office space from 393,000 square feet to 250,000 square feet, to remove 25,000 square feet of government office space (police substation) and to add a 6,000-seat Sports Stadium.  The 6,000-seat Sports Stadium will be located on Block 2 of the PUD.  Block 2 is a City owned property in the PUD. 

 

The amendment also sets a maximum height of 135 feet for lighting for sporting venues.  Per the project design team, a the 135- foot height for stadium lighting poles is consistent with industry practice for comparable stadiums and is essential to provide adequate light levels and uniform coverage across the playing field.  The amendment also revises the PUD Concept Plan.  It removes a proposed building footprint from Block 2.  It removes SE Founders Lane and a portion of SE Main Street (Roadway B) from the concept plan.  The associated subdivision plat removes SE Founders Lane as a road right-of-way and incorporates it into the stadium parcel.  A portion of SE Main Street will transition to a pedestrian accessway.

 

A traffic study was prepared by MacKenzie Engineering and was reviewed by the City Team. The proposed PUD amendment will result in a decrease in net external trips as noted in the Public Works Traffic Memo. 

 

There is an associated traffic operations plan to address traffic management for game days and special events at the sports stadium.  The traffic operations plan was prepared with input from the Public Works Department and the Police Department and is under review by both departments.  The associated site plan is scheduled for the October 26, 2026 City Council meeting.  The traffic operations plan will be included in the submittal packet for the site plan.
