2. Parties: City of Port St. Lucie, Remnant Construction, LLC, The Morganti Group, Inc., and T & G Corporation d/b/a T & G Constructors.
3. Purpose: Provide CMAR services to the City on an as-needed basis.
4. New/Renewal/Modified: New
5. Duration: 3 years with the option of 2 additional 1-year renewal periods.
6. Benefits to Port St. Lucie: The CMAR Construction delivery methods allow the City to capitalize on the expertise of a seasoned general contract before they finalize the project design and who oversees the entire construction process during the Construction Phase without losing control.
7. Cost to Port St. Lucie (Annual and Potential): Proposal will be requested for each project based on a percentage of the Construction Value.

Staff Recommendation: Move that the Council award Contract #20230086 for the Continuing Contract for Contract Manager at Risk Services with the top 3 ranked firms selected by the Evaluation Committee
Alternate Recommendations:
1. Move that the Council reject the recommended proposal(s).
2. Move that the Council reject all proposals and provide staff with direction.
Background: The City requires Construction Manager at Risk (CMAR) services on an as-needed basis. An RFP for qualification was issued in accordance with section 287.055, Florida Statutes, identified as the Consultants’ Competitive Negotiation Act (CCNA), on September 11, 2023, to 1073 Consultants. There were 7 proposals received.
PMD held the first evaluation meeting on November 1, 2023, to review, discuss and score individual proposals to establish the short list. The Evaluation Committee selected 7 firms to move forward to the short list. The shortlisted firms were invited to a second evaluation that was held January 30, 2024, to make oral presentations and to answer more detailed questions regarding the CMAR services they provided. Six of the Seven firms presented; All-Site Construction did not show up to conduct their presentation. The Evaluation Committee again reviewed, discussed and adjusted scores accordingly. The Evaluation Committee recommended awarding contracts to the Top 3 firms. The final scores were announced as follows:
#1 Ranked Firm with a final score of 265.00 - Remnant Construction
#2 Ranked Firm with a final score of 259.00 - The Morganti Group
#3 Ranked Firm with a final score of 233.00 - T & G Constructors
PMD began negotiations with the Top 3 Ranked Firms. The Contractors agreed to a Construction Management fee based upon the Construction Value
Issues/Analysis: Staff recommends awarding to the Top Ranked firms selected.
Financial Information: Funds are budgeted in various accounts and will be allocated as the projects are assigned.
