3.                     Purpose: To provide post design services as needed for a period of two months

4.                     New/Renewal/Modified: Modified.

5.                     Duration: No additional time is required for this Amendment.

6.                     Benefits to Port St. Lucie: To address the City’s Strategic Plan goals by providing increased mobility options to residents and by beautifying a residential neighborhood.

7.                     Cost to Port St. Lucie (Annual and Potential): An additional $30,000.00 is needed to provide post design services for a period of two months resulting in a new contract amount of $2,628,776.00.

Staff Recommendation: Move that the Council approve Amendment #9 to Contract #20190112 for the Design & Permitting Services for the Floresta Drive Improvement Project, Phases 2 & 3 with American Consulting Engineers of Florida, LLC.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve Amendment #9 to Contract #20190112.

2.                     Move that the Council not approve Amendment #9 to Contract #20190112 and provide staff with direction.

 

Background: The Floresta Drive Improvement Project has long been a priority project for the City Council. The project was originally conceived as a 4-lane section of roadway. The project was modified based on resident input to include a 2-lane completed street roadway that would support traffic volumes and encourage safe and efficient traffic flow. In 2018, voters of St. Lucie County and the City of Port St. Lucie approved a one-half cent sales tax referendum to help move the project forward.

 

The Floresta Drive Improvement Project includes 4 miles of roadway that was split into 3 sections for funding purposes. The Floresta Drive Phase 2 project facilities the construction of approximately 1.7 miles includes incudes the construction of roadway, signing and marking, signalization, lighting, landscaping, utilities, and a new bridge crossing over the Elkcam Waterway.  The project also includes the construction of new roundabouts ay Polynesian Avenue, Bywood Avenue and Walters Terrace.  The typical section of the projects consists of constructing one 12 foot through lane and 7-foot buffered bicycle lane in each direction.

 

Issues/Analysis: Staff has reviewed the proposal and finds it to be fair and reasonable.

                     

Financial Information: Funds are appropriated in the Half-Cent Sales Tax Fund / Road & Bridge / Improvements O/T Building (#310-4105-563000).

 

Special Consideration: N/A.

 

Location of Project: Elkcam Waterway Bridge to Crosstown Parkway.
