Executive Summary (General Business): A proposed public art installation by artist J. Carvallo satisfies the City’s 1% public art requirement through on-site artwork. The installation is associated with the Greco Park Major Site Plan and consists of three aluminum sculptures designed to enhance the park’s entry plaza.
Presentation Information: The applicant and/or artist will provide a presentation.
Staff Recommendation: Move that the Council adopt the resolution to approve the artwork as recommended by the Public Art Advisory Board.
Alternate Recommendations:
1. Move that the Council amend the recommendation and adopt the resolution.
2. Move that the Council not adopt the resolution and request the 1% payment into the City’s Public Art Fund or provide staff with further direction.
Background: On November 17, 2025, the Public Art Advisory Board unanimously voted to forward a recommendation of approval to City Council.
All private development meeting the applicability requirements of the City’s public art ordinance is subject to a public art assessment of one percent of the total dollar amount of a project’s total construction costs. The public art assessment is capped at $100,000. In general, there are four methods available for development projects to satisfy the City’s public art requirements. The first option is to provide artwork on site. The second option is to pay a fee in lieu and the third option is a combination of the two. The fourth option is an Alternative Equivalent Proposal, which allows a developer to apply to combine the public art assessment for multiple projects into one larger work of art in lieu of several small works of art.
Option 1. On-site Artwork. Submit documentation evidencing the escrow of funds for a work of art valued in an amount not less than one percent (1%) of the total construction costs and submit an application for approval of the work of art in compliance with this chapter.
Issues/Analysis: Proposed by artist J. Carvallo, the installation is conceived as a walk-through sculptural experience designed to activate and enrich the public realm at Greco Park. Strategically positioned to align with the existing ramp, the piece will guide visitors seamlessly from the street level up into the plaza, acting as both a landmark and an invitation into the space. From the street, the installation will also serve as a striking visual marker, enhancing the identity of the property. The complete work will be comprised of three individual sculptures, each positioned to create a dynamic array. Collectively, they establish a rhythm that complements pedestrian circulation and encourages engagement.
• Dimensions (each piece): approximately 9’ L × 7’ W × 10’ H
• Composition: fabricated from aluminum rectangular tubing, finished with metallic dual-gradient color treatments inspired by kinetic and optical art masters.
• Design Intent: the forms evoke the progression of a parallelogram in motion, symbolizing transformation and energy.
Each of the three pieces is rotated uniquely, suggesting evolution and continuity within the series. The sculptures are interactive by design. Beyond serving as visual art, they invite the public to approach, touch, and move among them- blurring the line between artwork and environment. This tactile quality creates a participatory experience, reinforcing the park’s role as a civic gathering space.
By integrating art, architecture, and landscape, this installation will transform the entry sequence into Greco Park into an immersive, memorable, and inclusive cultural experience.
Financial Information: The applicant has selected the first option, to provide artwork on site. The project’s estimated cost of construction is $4,517,829.05. The agreed-upon cost of the artwork is $60,000.
Special Consideration: The maintenance of the artwork is the responsibility of the property owner.
Location of Project: The property is located on the northeast corner of SW Port St. Lucie Boulevard and SW Greco Lane.
