Executive Summary (General Business): The Local Mitigation Strategy (LMS), is a core planning document generated by multiple local government and not-for-profit agencies to guide mitigation processes countywide. The LMS per Federal Regulations (44 CFR§ 201.6) must be monitored, evaluated, and updated every five years, then be adopted by jurisdictions participating in the plan.

Background: The Local Mitigation Strategy (LMS) is a guiding document collaborated upon by multiple agencies Countywide including, the County, the Cities of Port St. Lucie and Fort Pierce, the Fire District, and multiple partner agencies and not for profits. Every five years the County submits an updated version of the LMS to the State’s Division of Emergency Management, after which time the jurisdictions and not for profits affiliated with the LMS adopt the plan. The City of Port St. Lucie last adopted the LMS on December 16, 2016. The Office of Emergency Management uses the LMS for mitigation activities and as an integral part of the City of Port St. Lucie’s Community Ratings System (CRS) contributing to its Floodplain Management Plan and the Program for Public Information. The LMS is also a plan the City refers to in many of its planning documents including the Comprehensive Emergency Management Plan (CEMP). Under the LMS program the City has applied for and been awarded multiple grants through the Hazard Mitigation Program Grant Program (HMGP). Under HMGP, the City has been awarded over five million dollars over the last five years and has approximately three million dollars in projects pending. The CRS program currently saves the City’s residents approximately $500,000 in flood insurance premiums. The City recommends the adoption of St Lucie County’s Local Mitigation Strategy for the plan’s contribution to the preservation of life safety, property, and environmental preservation as well as the numerous financial benefits mentioned above.
Issues/Analysis: Adoption of the LMS will allow the City to continue to participate in all the LMS related activities mentioned in the background.
Financial Information: There is no direct cost to the City for adopting the LMS; there will be a loss in revenue for not adopting the LMS.
