3. Purpose: To establish a Contract with a qualified Contractor to perform the Minsky Gym Renovation Project.

5. Duration: The agreement will begin on November 9, 2026 and will terminate four months later, on March 9, 2027.
6. Benefits to Port St. Lucie: The project will restore and protect the interior of Minsky Gym by replacing deteriorated insulation, repairing areas impacted by water intrusion, and installing durable interior wall systems. These improvements will enhance safety, extend the life of the facility, and provide a cleaner, more reliable environment for community programming and recreation.
7. Cost to Port St. Lucie (Annual and Potential): The total contract cost is a one-time expense of $214,231.50, which includes a 10% contingency fee of $18,566.50 to cover unforeseen conditions and scope adjustments.

Background: Minsky Gym is a Butler-style metal building, originally constructed with exposed insulation along the interior walls. Over time, repeated roof leaks and routine impacts from gym activities, such as basketballs striking the walls, caused the insulation to tear, sag, and stain. Several areas also developed holes and visible deterioration. These conditions have created ongoing maintenance concerns and reduced the overall appearance and durability of the facility’s interior.
The proposed project addresses the interior deterioration at Minsky Gym by replacing damaged insulation, repairing compromised sections, and installing new interior wall systems to better protect the building and extend its useful life. These improvements will enhance safety, strengthen the facility’s long-term performance, and provide a cleaner, more reliable environment for community programming and recreation.
The City issued an Invitation for Bid (IFB) on June 8, 2026, to 1,860 vendors. There were 83 project downloads, with 5 proposals being received on July 8, 2026, 2 out of 5 were deemed responsive. Following evaluation, Honest Home Repairs HHR LLC. was identified as the lowest responsive and responsible bidder.
Issues/Analysis: Staff reviewed all submitted bids and determined that Honest Home Repairs HHR LLC is the lowest responsive and responsible bidder. A full vendor responsibility review was conducted, including verification of licensing, capacity, relevant experience, and the contractor’s ability to maintain pricing and perform the required scope. Based on this review, staff determined that Honest Home Repairs HHR LLC provides the best overall value to the City.
