Summary Brief (Agreements/Contracts only)
1. Prepared by: Utility Systems Department (“USD”) and Emergency Management.
2. Parties: City of Port St. Lucie and the Florida Division of Emergency Management (“FDEM”).
3. Purpose: With these funds, the USD will replace the generator at the Prineville lime softening plant.
4. New/Renewal/Modified: New.
5. Duration: The FDEM Mitigation Bureau, Hazard Mitigation Grant Program (“HMGP”) approved funding from the Federal Emergency Management Agency (“FEMA”) for this project on March 9, 2023. The term of the Grant Agreement begins upon execution by both parties and the period of performance for this project ends on January 31, 2026.
6. Benefits to Port St. Lucie: The existing generator was installed in 1998 and has reached the end of its useful life. A reliable source of backup power is necessary to ensure that the lime softening plant and maintenance building continue to operate should power be lost during emergency events.
7. Cost to Port St. Lucie (Annual and Potential): The total project cost is estimated at $467,447.00. The Federal share is 90% or $420,702.30 and the local share is 10% or $46,744.70. This is a cost-reimbursement agreement, subject to the availability of funds.

Staff Recommendation: Move that the Council approve Resolution 23-R70 authorizing the City Manager to execute the Grant Agreement.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve Resolution 23-R70 authorizing the City Manager to execute the Grant Agreement.
2. Move that the Council not approve Resolution 23-R70 and provide staff with direction.
Background: The purpose is to provide protection to the Prineville Water Treatment Facility funded through the HMGP Grant Agreement DR-4486-010-R, as approved by the FDEM and FEMA. The project is for the purchase and installation of an emergency system to reduce and/or mitigate the damage that might otherwise occur from severe weather or other hazards. If approved, the Sub-Recipient, (the City), agrees to administer and complete the project per the scope of work submitted by the City and subsequently approved by the FDEM and FEMA.
Issues/Analysis: The HMGP project shall provide protection by purchasing and installing a new 1,000-kW generator appropriately support the water treatment facility, which is a critical facility. The project also includes installation of an Automatic Transfer Switch (ATS) and all necessary electrical connections, modification of the existing concrete slab, a new muffler and insulation, and a new fuel tank. The generator shall be protected against a 500-year flood event and shall be protected against wind with a rated enclosure based on its location requirements.
Financial Information: The FDEM will reimburse the City only for allowable costs incurred in the successful completion of each deliverable. The maximum award amount is $424,208.57.
Special Consideration: Upon completion of this HMGP project, the City shall be able to provide backup power to the Prineville Water Treatment Facility.
