3. Purpose: To provide STEP basin parts and accessories for Utilities water and wastewater plants.

5. Duration: One year with the option for four additional one-year renewals.
6. Benefits to Port St. Lucie: Provide STEP basin parts and accessories to our utility plants to allow the operations to continue for our City’s water and wastewater systems.
7. Cost to Port St. Lucie (Annual and Potential): Estimated annual expenditure of $479,110. All future expenditures will be appropriated in the proposed budgets for each fiscal year.

Staff Recommendation: Move that the Council award Contract #20210071 and enter into a unit price contract with Alpha General Services, Inc. for STEP Basin Parts and Accessories.

1. Move that the Council amend the recommendation and award Contract #20210071.
2. Move that the Council not approve Contract #20210071 and provide staff with direction.
Background: Upon assuming ownership of the utility, the City successfully embarked on an unparalleled multi-phased water and wastewater expansion program that was funded using a property special assessment methodology. The low-pressure sewer system was best served to the Port St. Lucie’s residents in lieu of a gravity system. The low-pressure STEP Basin system assessment costs were substantially less than they would have been with a gravity system.
An E-Bid was issued on June 24, 2021 to 798 potential suppliers with 10 listed as plan holders and 4 supplemental suppliers. The City only received 1 proposal on July 19, 2021. Due to the nature of the scope of work for this contract, it is imperative that the City moves forward to secure the rates of the STEP Basin Parts and Accessories to continue operations at the utility plants.
Issues/Analysis: Staff reviewed the proposal and finds Alpha General Services, Inc. provides the best value to the City and meets all the requirements of the solicitation. Alpha General is the current provider of the STEP tank basin and has provided turn-key services for the past several decades.
Financial Information: Funds are appropriated in the Utility Systems Department FY 2021/2022 adopted budget.
