3. Purpose: Authorize additional work and changes to existing work to complete this project.

5. Duration: March 30, 2022 to September 22, 2022.
6. Benefits to Port St. Lucie: Ensure that the project is completed correctly.
7. Cost to Port St. Lucie (Annual and Potential): An additional $251,631.00 to be added to the contract resulting in the Contract amount being increased to $842,577.00.

Staff Recommendation: Move that the Council approve Amendment #3 to Contract #20210016 for the Replacement of Lift Station SP-16 with Felix Associates of Florida, Inc.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve Amendment #3 to Contract #20210016.
2. Move that the Council not approve Amendment #3 to Contract #20210016 and provide staff with direction.
Background: Amendment #3 includes two (2) change orders and a time extension that are identified below:
Change Order #1:
• Felix Associates conducted exploratory work under the direction of Jason Decesare. The plans did not match existing field conditions. This was necessary to determine how to connect and disconnect the piping.
• Following the exploratory work, a new drawing was provided by the City to Felix Associates and was mutually agreed upon that Felix Associates perform the work on a time and material basis.
• Credited line Item 44 from the Cost Worksheet - Schedule A. 6” Low Pressure Sewer Main (LPM) Connection on Mantua Street which could not be completed as shown on the plans.
Change Order #2 adds a scope of work to install a 6” LPM. It includes piping relocation, abandonment of 2nd 6” LPM on Camden Street and abandonment of 2nd 6” LPM on Melaleuca Blvd.
The contract was extended 180 days due to the additional piping work at Lift Station SP-16.
Issues/Analysis: Staff has reviewed the additional work and changes described herein and finds them to be fair and reasonable.
Financial Information: Funds are appropriated in the FY 2020-2021 budget for the Utility Renewal & Replacement Fund / Lift Stations / Improvements O/T Buildings (#438-3380-563000-00000).
Special Consideration: N/A.
Location of Project: Due to Homeland Security, the location is not disclosed.
