Summary Brief (Agreements/Contracts only)

1.                     Prepared by: Jason Bezak, CPPB, (PMD).

2.                     Parties: City of Port St. Lucie and Source Technologies LLC.

3.                     Purpose: The City desires to acquire the services of Contractor to own, maintain and service odor scrubber systems at Lift Stations SP 16, NP 39, NP 41 and NP 22.

4.                     New/Renewal/Modified: New.

5.                     Duration: The Contract Term is for three (3) years.

6.                     Benefits to Port St. Lucie: Reducing odor and hydrogen sulfide levels at lift stations located in residential neighborhoods.

7.                     Cost to Port St. Lucie (Annual and Potential): Estimated annual expenditures are $67,095.60. Total expenditure for 3 years is $201,286.80.

Staff Recommendation: Move that the Council waive the bidding, per Chapter 35.04(c), for good cause shown and approve Source Technologies LLC as the Sole Source provider of proprietary chemicals and services for the treatment of odors and corrosion inside municipal wastewater collection systems and reclamation facilities.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve Source Technologies LLC and enter into a term contract.

2.                     Move that the Council not approve Source Technologies LLC as the Sole Source provider of proprietary chemicals and services for the treatment of odors and corrosion inside municipal wastewater collection systems and reclamation facilities and provide staff with direction.

 

Background: The USD has used different vendors in the past, but this vendor and its unique chemical components have been the most successful in reducing odor and hydrogen sulfide levels at the lift stations. The vendor would own, insure, and maintain the odor scrubber systems at the four lift stations identified in the contract.

 

Issues/Analysis: Staff has reviewed Source Technologies, LLC proposal and finds that it is acceptable. The City has utilized Source Technologies LLC for the same proprietary chemicals and services during a pilot study and found their services satisfactory. The Sole Source memo was posted on DemandStar for seven (7) days per Florida Statutes 287.057(3)(c). No disputes were submitted.

                     

Financial Information: Funds are appropriated in Utility Operations/ Lift Stations/ Other Contractual Services (431-3380-534000-00000).
