Executive Summary (General Business): Culpepper and Terpening, Inc., acting as the agent for the Port St. Lucie Governmental Finance Corporation (GFC), the City of Port St. Lucie, PSL Industrial Owner, LLC, NBPIII Legacy IV, LLC, and NBPIII Legacy III, LLC, owners, has applied to amend the Tradition Regional Business Park MPUD and to rezone approximately 47 acres of property from the zoning designation of St. Lucie County Agricultural (SLC AG 5 - 1 dwelling unit per 5 acres) to the Tradition Regional Business Park MPUD.  The Tradition Regional Business Park MPUD is located west of Interstate 95, north of Becker Road, east of south SW Village Parkway, and south of the E/W 4 (Paar Drive) right-of-way and within the Southern Grove Development of Regional Impact (DRI).  It is approximately 335 acres in size. 

 

Presentation Information: Staff may provide a short presentation. 

 

Staff Recommendation: Move that the Council adopt the ordinance as recommended by the Planning and Zoning Board. 

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and adopt the ordinance. 

2.                     Move that the Council not adopt the ordinance and provide staff direction. 

 

Background: The Planning and Zoning Department recommended approval of the proposed rezoning and MPUD amendment at the November 2, 2021 Planning and Zoning Board meeting. 

 

Tradition Regional Business Park MPUD is the zoning regulation book and concept plan for the area known as Legacy Park.  The Tradition Regional Business Park MPUD was approved on November 9, 2020 to allow for approximately 2.6 million square feet of industrial use, approximately 550,000 square feet of mixed retail/office use, and up to 750 residential units on 298.37 acres.  The MPUD includes two distinct development areas.  The mixed commercial development area is along Becker Road and SW Village Parkway and allows for retail, commercial, and multi-family development.  The Business Park is along the I-95 corridor and allows for warehouse/distribution, light industrial, manufacturing, and other similar uses.  The first amendment to the MPUD was approved on April 12, 2021 to add an additional 36 acres to the MPUD and other changes.  This amendment will add an additional 47 acres to the MPUD. 

 

Issues/Analysis: The MPUD amendment and rezoning follows the City’s adoption of the 8th amendment to the Southern Grove DRI on November 8, 2021.  As part of the 8th amendment, the eastern segment ofE/W 4 (Paar Drive) from west of SW Anthony F. Sansone Sr. Blvd. to Interstate 95 and a proposed Paar Drive overpass were deleted from the development order.  This amendment adds the acreage to the Tradition Regional Business Park MPUD.

Special Consideration: The City Attorney’s Office is processing the documents necessary for the City to abandon the E/W 4 (Paar Drive) right-of-way east of SW Anthony F. Sansone Sr. Blvd and deed the acreage to the GFC.

 

Location of Project: The property is generally located west of Interstate 95, north of Becker Road, east of south SW Village Parkway, and north and south of the E/W 4 (Paar Drive) right-of-way.
