Executive Summary (General Business): This request authorizes staff to prepare the preliminary stormwater assessment roll and notice to owners in compliance with Florida Statute 197.3632. This process is necessary to collect the annual Assessments within the City using the uniform tax bill collection method pursuant to the Uniform Assessment Collection Act found in s.197.3632, Florida Statutes, as amended, for the fiscal year beginning on October 1, 2026.

Background: The City Council adopted Ordinance 93-47 for the purpose of establishing the City's intent to use the uniform method for the levy, collection and enforcement of non-ad valorem assessments to collect Stormwater Utility User Fees. The City updates the stormwater roll annually and requests approval by Council.
Issues/Analysis: The City Manager or his designee is hereby directed to prepare an updated Stormwater Roll for the fiscal year beginning October 1, 2026 in the manner provided in Chapter 51 of the Port St. Lucie Code of Ordinances.
Financial Information: For the fiscal year beginning October 1, 2026, for which Stormwater Service Fees are to be re-imposed, the City recommends an annual rate of $195.00 (an increase of $6.00 from last year) per equivalent residential unit (ERU). City Council adopted a maximum rate of $219.00 per ERU not to be exceeded in future years without additional mailed notices per Resolution 25-R41. Until the City reaches the maximum rate authorized, mailed notices are only required to be mailed to properties that have never been charged a stormwater fee in the past per s.197.3632, Florida Statutes. The stormwater revenue collections are recorded in Fund 401.
Special Consideration: Approval of this Resolution is necessary to move forward with the preparation of the tax roll and comply with the statutory timeline.
