3. Purpose: To identify maintenance responsibilities for the roundabout and roadway improvements at the Gilson Road and Becker Road intersection.

6. Benefits to Port St. Lucie: Providing enhanced intersection control and efficiency to the Gilson Road and Becker Road intersection. Also provide beautification through the installation of landscaping.
7. Cost to Port St. Lucie (Annual and Potential): There is no initial cost to the City. The City will be responsible for electrical costs associated with pedestrian and street lighting. St. Lucie County will maintain all roadway portions of the roundabout (outlined in the agreement). Veranda St. Lucie Land Holdings, LLC will be responsible for maintenance of the enhanced landscaping, features, and hardscapes.

Staff Recommendation: Move that the Council approve the Resolution authorizing the Vice Mayor, or her designee, to enter into an Interlocal Agreement.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve the Resolution.
2. Move that the Council not approve the Resolution and provide staff direction.
Background: Veranda St. Lucie Land Holdings, LLC (Developer) has contracted Culpepper & Terpening, Inc. to design a roundabout and roadway improvements at the Gilson Road and Becker Road intersection as part of the Becker Road Phase 3 improvements to satisfy the Veranda Development Agreement. The roundabout and roadway improvements are being constructed by the Developer in accordance with the Development Agreement. Becker Road is a City road, whereas Gilson Road is owned and maintained by St. Lucie County.
Issues/Analysis: The interlocal agreement identifies the maintenance responsibilities of the roundabout between the County and City. A separate agreement between the City and the Developer will be submitted later upon approval of the agreement between the City and the Developer.
Financial Information: There is no initial cost to the City. The City will be responsible for electrical costs associated with pedestrian and street lighting. St. Lucie County will maintain all roadway portions of the roundabout (outlined in the agreement). Veranda St. Lucie Land Holdings, LLC will be responsible for maintenance of the enhanced landscaping, features, and hardscapes.
Special Consideration: The interlocal agreement is necessary to allow the City to have the improvements constructed and maintained within the Gilson Road right of way.
