Staff Recommendation: Move that the Council accept the purchase offer for 206 SE Fiore Bello from Javier Sosa for $131,000 and authorize the conveyance of the property. However, this offer is lower than the appraised value of $195,000.
Alternate Recommendations:
1. Move that the Council amend the recommendation and accept the purchase offer for the property and authorize the conveyance of the property to Javier Sosa.
2. Move that the Council not approve and provide staff with direction.
Background: Following the requirements that are established in City Policy #18-01ccd, all City Departments verified that they had no use for the property and identified it as potential surplus. On September 26, 2022, City Council approved staff to dispose of the property via online auction pursuant to City Policy #18-01ccd.
Issues/Analysis: On September 30, 2022, the City owned property was advertised on the City’s contracted online auction website. In addition, City staff sent an intent to sell notice to the neighboring property owners within 300 feet of the property, issued a press release on all City social media platforms and posted signs on the property advertising the auction. The highest bid was accepted on December 9, 2022, and the purchase will subsequently be funded by the buyer, if approved by Council.
Financial Information: The proceeds from the sale of the property will be deposited in the General Fund for Surplus Land Sales (#001-3000-364220-00000).
