Summary Brief (Agreements/Contracts only)

1.                     Prepared by: Keith Stewart, CPP (PMD)

2.                     Parties: City of Port St. Lucie and Dorthy Ann Sinan d/b/a A Ultimate Home Inspection.

3.                     Purpose: To provide full and independent home inspections of property that will be served under the State Housing Initiatives Partnership (SHIP) Program.

4.                     New/Renewal/Modified: New.

5.                     Duration: Three Years with the option for one additional two-year renewal.

6.                     Benefits to Port St. Lucie: The inspector approves all invoices from the contractors and goes out to the homes to ensure that the work has been completed according to City specifications.

7.                     Cost to Port St. Lucie (Annual and Potential): The estimated expenditure for FY 25 is $100,000.00. Future year expenditures will be as budget appropriations allow.

Staff Recommendation: Move that the Council award contract #20250005 and enter into a unit price contract with Dorthy Ann Sinan d/b/a A Ultimate Home Inspection, for Home Inspection Services.

 

Alternate Recommendations:

1.                     Move that the Council amend and approve the recommended bid.

2.                     Move that the Council reject all bids and provide staff with direction to rebid or cancel the bid.

 

Background: The City requires the services of a home inspector for the Neighborhood Services Department to assist with its repair, rehabilitation, and redevelopment portions of various housing programs. These programs currently include the Department of Housing and Urban Development’s Neighborhood Stabilization Program (NSP), HOME Program, Community Development Block Grant (CDBG) Program, and the State of Florida’s State Housing Initiatives Program (SHIP). These services may be used for other programs as they are approved and in line with the City’s Local Housing Assistance Plan (LHAP). Projects may include owner-occupied home repair, water and sewer connections, new construction and purchase/rehab/resale. Most of the construction/rehab work will be done by vendors contracted by the City or the homeowner. The selected inspector will represent the City by performing interim and final inspections during the construction period, resolving conflicts between contractors and homeowners as requested by the City, and advising the City staff on matters related to the projects. The selected inspector will follow City, State, and Federal rules and regulations as stipulated for each program and provide pictures with the initial inspection as well as with the final inspection once all repairs have been completed. They will also provide a Lead Test on properties that have been built prior to 1978.

 

An E-Bid was issued on March 11, 2025, to 409 potential suppliers with 18 downloading the bid documents and being listed as plan holders. The E-Bid was opened on April 11, 2025, with 2 firms submitting a proposal.

 

Issues/Analysis: Staff reviewed the proposal and finds Dorthy Ann Sinan d/b/a A Ultimate Home Inspection provides the best value to the City.

                     

Financial Information: Grants funds are appropriated for Local Housing/Economic Environment-Project/Other Current Charges - RPR & Rehab (#119-5500-549111-00000). Other funds/accounts may be used, for other programs, as determined through budget appropriations.
