Executive Summary (General Business): Mattamy Palm Beach, LLC, (Developer) has submitted an agreement for the conveyance of park sites to the City for the Southern Grove DRI. The conveyance agreement is a requirement of Condition 67 of the Southern Grove DRI to address the demand for parks created by the project in accordance with the City’s level of service requirements for Park and Recreation Facilities.

Staff Recommendation: Move that the Council approve the agreement.

Background: Condition 67 of the Southern Grove DRI requires the developer to prepare a plan to be approved by the City for the provision of neighborhood and community recreational sites and facilities. The plan has to identify that Southern Grove is required to provide the City with 80 acres of net usable park acreage. The City’s level of service requirement is 5 acres of public parks and recreational facilities per 1,000 population based on the amount of residential development approved for the project. The plan has to show the locations of proposed parks and provide a timeline for the conveyance of parks sites.
Issues/Analysis: The Southern Grove DRI includes 4 park sites. The City already owns two of the sites. This includes Stars and Stripes Park and a ±fifteen (15) acre parcel that is located on the north side of SW Hegener Drive just west of SW Village Parkway. The remaining acreage to be conveyed to the city consists of the 36 acre SoGrove park site on the south side of Becker Road between Encore at Tradition and the Belterra residential community. The other park site is approximately 12 acres that is located on the north side Becker Road across from SoGrove park property and west of the Lowe’s parcel at the corner of SW Village Parkway and Becker Road. The date for the conveyance of both parks sites is no later than December 31, 2027.
