Background: On January 17, 2020, the City of Port St Lucie entered into an agreement with Florida’s Division of Emergency Management.  The City agreed to lay fiber optic cable linking the City Hall Complex, The JEA Utility Plant, The County EOC, St Lucie Fire District Headquarters and, St Lucie Sheriff’s Office Headquarters.  In March of 2020 the COVID-19 pandemic impacted the City curtailing it from allocating the necessary resources to this project.  During the spring and summer of 2021, the impacts of the pandemic began to stabilize, and the Information Technology Department was able to reallocate the resources necessary to complete this project.  It became apparent in the Fall of 2021 that the City was going to need to extend the grant deadline due to the delays caused by the pandemic.  On December 17, 2021, FDEM granted the City’s request to extend the grant deadline from January 31, 2022, to June 30, 2022.  

 

Issues/Analysis: Granting the City Manager the authority to execute this modification will allow the City to extend the grant agreement allowing this project to be completed. 

                     

Financial Information: As mentioned the City has previously agreed to pay 25% of the project cost ($359,483.75). 

 

Special Consideration: Not extending the grant deadline may result in the City failing to complete the project in time.
