Executive Summary (General Business): This is a request from Hanlex Port St. Lucie, LLC, for a landscape modification to waive the requirement for landscape buffer wall and a portion of the required buffer landscaping on the east side of the property to preserve the jurisdictional wetland and provide a modified landscaping treatment on the western side of the water feature to serve as buffering per Section 154.12 of the Zoning Code. The property is located at the Northeast corner of NW E Torino Parkway and Turtle Dove Land.

Staff Recommendation: Move that the Council approve the resolution.

1. Move that the Council amend the recommendation and approve the resolution.
2. Move that the Council deny and provide staff direction.
Background: The subject property currently has a major site plan (P20-142) and replat (P21-144) under review, to construct a Dollar General store at a site located on the Northeast corner of NW E Torino Parkway and Turtle Dove Lane. On the eastern boundary of the subject parcel is a jurisdictional wetland. An existing drainage easement (with an existing ditch) and the wetland runs obliquely thru the property on the northeastern corner of the property. The development abutting the properties on the eastern border is residential and would require a masonry wall within a 10-foot landscape buffer. The applicant is proposing a landscape modification to not build the wall, to avoid impacting the wetland and existing drainage easements.
