Executive Summary (General Business): The City Council is in the process of finalizing the 2021 National Community survey of Port St. Lucie residents. Staff has prepared an additional question per the Council’s request to consider prior to finalizing the 2021 survey.

 

Presentation Information: A 5-minute presentation will be provided by staff.

 

Staff Recommendation: Move that the Council provide direction on the inclusion of the requested question and finalize the 2021 Community Survey.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and provide direction on the inclusion of the requested question and finalize the 2021 Community Survey.

2.                     Move that the Council provide staff direction.

 

Background: The 2021 Port St. Lucie Community Survey will be conducted by the National Research Center in early 2021. The City Council requested that an additional question be drafted for consideration, in response to resident feedback regarding the desire for a public shooting range. The City Council advised that should that recreational amenity be prioritized it could impact other prioritized projects in the latter years of the Ten Year Parks and Recreation Master Plan. The City Council advised it would be helpful to better understand resident priorities if funding were to be reallocated. Staff has analyzed potential projects in the last five years of the plan and drafted the following question for the City Council’s consideration.

 

Requested Draft Question - 2021 Community Survey

The City of Port St. Lucie has adopted a Ten-Year Parks & Recreation Master Plan. A Municipal Shooting Range has been proposed to be considered for funding consideration as a recreational amenity. Please rate how important, if at all, you think it is for the City of Port St. Lucie to focus on each of the following Parks and Recreation facilities in evaluating this proposal with other prioritized needs:

 

Rating Criteria: Essential, Very Important, Somewhat Important, Not at All Important

 

                     Land Acquisition of Parks Facilities

                     Tradition Regional Park - Phase 2 (to include lighted athletic fields)

                     Torino Regional Park - Phase 2 (to include lighted athletic fields)

                     Proposed Shooting Range

 

In addition to providing feedback on this potential additional question, staff recommended the following additional changes to the survey:

                     Question 9: Change Police/Sheriff Services to Police Services

                     Question 13: Add “Nextdoor” to the list of communication methods

 

Issues/Analysis: The Port St. Lucie Community Survey provides timely information important to the annual update of the City’s Strategic Plan and department business plans.

Special Consideration: Finalization of the survey instrument is necessary to abide to the timeline provided by the National Research Center.
