Executive Summary (General Business): The need for a ten-member Districting Commission has been announced numerous times over the past several months and the following residents are being nominated by the Vice Mayor to serve on that Commission: (1) Jack Kelly, (2) Mark Bryant III, (3) Tiffany Erwin, (4) Deborah Bowersock, (5) Terissa Aronson, (6) Rafael Heskey, (7) Jordan Kahle, (8) Dan Wire, (9) Eric Reikenis, and (10) Brad Currie.

 

Presentation Information: Staff is available to answer questions as needed.

 

Staff Recommendation: Move that the Council approve the members nominated by the Vice Mayor to serve on the Districting Commission.

 

Alternate Recommendations:

1.                     Move that the Council amend the nominees and approve a new slate of members.

2.                     Move that the Council provide staff with directions.

 

Background: The City consists of four (4) Council Districts. Pursuant to state law and the City’s Charter, the boundaries of the four Districts are to be reviewed and if necessary, adjusted subsequent to the decennial census or as otherwise determined by the City Council.

 

Issues/Analysis: Section 5.05(b) of the Charter provides that “…by the 30th day following official certification of the decennial census to the state, or at any interim period chosen by the City Council, the City Council shall appoint ten (10) city electors, determined from the registration for the last statewide general election, who shall comprise the Districting Commission. Electors chosen shall not be employed or appointed by the City in any other capacity.”  The redistricting commission will have 120 days to issue a report to the Council as to its recommendations for redistricting the City based upon the new Census numbers.
