Summary Brief (Agreements/Contracts only)

1.                     Prepared by: Michelle Fentress, Procurement Agent I, PMD.

2.                     Parties: City of Port St. Lucie and Varonis Systems / Presidio Network Solutions.

3.                     Purpose: To provide IT real-time data governance alerts when malicious activity is detected.

4.                     New/Renewal/Modified: New.

5.                     Duration: This is a 3-year contract effective upon the issuance of the purchase order (PO) and expires exactly 3 years from the PO issue date.

6.                     Benefits to Port St. Lucie: This software will provide real time file system activity monitoring to provide timely alerts when malicious activity is detected.

7.                     Cost to Port St. Lucie (Annual and Potential): Estimated expenditures for 3 years are $123,711 per year for a total of $371,133.

Staff Recommendation: Move that the Council waive the bidding, per Chapter 35.04(c), good cause shown and approve Contract #20210014 to Varonis Systems, Inc. / Presidio Network Solutions for the on-prem Subscription licenses.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve Contract #20210014.

2.                     Move that the Council not approve Contract #20210014 and provide staff with direction.

 

Background: Varonis software is a key part of an enterprise cyber security program that provides compliance in auditing both PII, HIPPA, etc. within our data.  It automates compliance and provides recording and classifies our data.  The system also has the capability to find and identify data that may be in an unsecure location.  It will identify the employees that are storing such data along with bringing it into compliance.  It will report in event of data breach and will show what data has been lost.

 

Issues/Analysis: Staff reviewed the quote and finds that Varonis Systems, Inc. / Presidio Network Solutions provides the best value to the City.

                     

Financial Information: Funds are appropriated in the 2020-2021 budget in the General Fund / Information Technology / Computer Software & Accessories (#001-1320-552201-0000).

 

Special Consideration: Varonis DatAvantage Software products are manufactured and distributed solely by Varonis making it a sole source.
