Summary Brief (Agreements/Contracts only)

1.                     Prepared by: India Barr, Procurement Contracting Officer II, PMD.

2.                     Parties: City of Port St. Lucie and Core & Main LP.

3.                     Purpose: To utilize the existing City of Boynton Beach Agreement to procure pipe fittings and accessories under the same terms and conditions. These materials are essential to the Utility Systems Department (“USD”) for ongoing system maintenance, emergency repairs, and capital improvement projects. Utilizing this agreement ensures continuity, cost-efficiency, and timely access to critical infrastructure components.

4.                     New/Renewal/Modified: New.

5.                     Duration: This Agreement shall be effective upon contract execution with an expiration date of October 4, 2026.

6.                     Benefits to Port St. Lucie: This contract for pipe fittings and accessories plays a vital role in supporting USD by ensuring the uninterrupted operation of water and wastewater systems. By securing a reliable supply of high-quality materials, USD can respond swiftly to maintenance needs, emergency repairs, and infrastructure upgrades. The agreement promotes operational efficiency, reduces downtime, and helps maintain public health and safety standards.

7.                     Cost to Port St. Lucie (Annual and Potential): USD estimates an annual expenditure of $3,000,000.00. Future expenditures will be appropriated in each fiscal year budget.

Staff Recommendation: Move that the Council approve piggybacking the City of Boynton Beach Contract #WH22-048 per City Code of Ordinances, Section 35.8(a)(9)(b) with Core & Main LP for Annual Supply of Pipe Fittings and Accessories.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve piggybacking the City of Boynton Beach Contract #WH22-048 with Core & Main LP for Annual Supply of Pipe Fittings and Accessories.

2.                     Move that the Council not approve piggybacking the City of Boynton Beach Contract #WH22-048 with Core & Main LP for Annual Supply of Pipe Fittings and Accessories and provide staff with direction.

 

Background: Pipe fittings and related accessories are essential materials required to maintain the USD’s water and wastewater infrastructure. These components are used daily by field crews for emergency repairs, routine maintenance, and planned construction projects. Timely access to these materials is critical to avoid service disruptions and ensure regulatory compliance.

 

Issues/Analysis: Staff has reviewed the City of Boynton Beach Piggyback Agreement #WH22-048 and finds that it meets the needs of the City and meets the requirements of the City’s procurement ordinance.

                     

Financial Information: Funds are appropriated in the Utility Operating Fund / Water & Sewer / Inventory - Water 431-0000-141002-0000.
