2. Parties: City of Port St. Lucie and Southern Underground, Inc.
3. Purpose: Public safety, water quality and preventative maintenance services throughout the City as needed.
4. New/Renewal/Modified: Modified.
5. Duration: Initial contract period began June 1, 2019 through May 31, 2022. Renewal term will become effective June 1, 2022 through May 31, 2024.
6. Benefits to Port St. Lucie: To ensure public safety for the citizens, provide water quality and to provide preventative maintenance to keep long range costs down.
7. Cost to Port St. Lucie (Annual and Potential): Estimated annual expenditures are budgeted at $4,000,000. Future expenditures will be as appropriated in each budget year.

Staff Recommendation: Move that the Council approve Amendment #4 to Contract #20190069 for Citywide Stormwater and Rights-of-Way Preventative Maintenance & Repairs with Southern Underground, Inc.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve Amendment #4 to Contract #20190069.
2. Move that the Council not approve Amendment #4 to Contract #20190069 and provide staff with direction.
Background: The Public Works Department is responsible for the maintenance of more than 6,700 culvert pipes of varying shapes, sizes and compounds. A contractor who specializes in all aspects of underground utilities, dewatering and maintenance of traffic (MOT) is needed for these preventative maintenance services.
Issues/Analysis:
1.) Staff has reviewed the price increases and back-up documentation from the manufacturers and find that they are in line with current volatile market conditions.
2.) The current contract has one (1) renewal option available and is exercising this option with the Amendment. The new term will be June 1, 2022 through May 31, 2024.
Financial Information: Funds are appropriated in the Storm Water Fund / Drainage / Culvert Replacements (#401-4126-534101-00000).
