3.                     Purpose: Purchase of new Police Patrol Boat for the Port St. Lucie Police Department (PSLPD) Marine Unit.

6.                     Benefits to Port St. Lucie: Purchase of a new Police Boat will allow our Marine Unit to conduct more efficient patrols and handle the large increase in boating traffic on our waterways. It will also assist with patrols when the Port District is completed and provide a safe environment for the Port District Grand Opening.

7.                     Cost to Port St. Lucie (Annual and Potential): Estimated expenditure is $193,103.58. Future expenditures will be appropriated in the approved budget for each fiscal year.

Staff Recommendation: Move that the Council waive the bidding per Chapter 35.08 (c) for good cause shown, and approve Sirocco Marine as the Vendor for the purchase of a new Police Patrol Boat. There are no agents or dealers authorized to represent this Patrol Boat.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve the purchase of a new Police Patrol Boat.

2.                     Move that the Council not approve the purchase of a new Police Patrol Boat and provide staff with direction.

 

Background: The PSLPD Marine Unit’s current Police Boat is outdated and does not provide the same capability that the PSLPD needs moving forward. Expanding patrols will provide the ability to combat the increased traffic on the waterway.

 

Issues/Analysis: After conducting extensive research of Police Patrol Boats, Sirocco Marine offered the best value and equipment for the PSLPD Marine Unit’s needs and has a short lead time for production of the boat. Sirocco Marine also is the sole manufacturer of the Patrol Boat Fluid 26' Watercraft there is no other like item(s) or product(s) available. This is a “RIB” type Patrol Boat. This means the sides of the boat hull are made out of a highly durable rubber material that gets filled with air to create flotation for the boat and soft impact contacts.  When PSLPD’s Marine Unit is out on patrol or to assist in a rescue, there is less opportunity for any damage to occur at any time because of the air-filled sides that allow some flex when placed in contact with another object.  This allows PSLPD to get closer to another vessel or object when making an approach.  The softer inflatable sides also cut PSLPD’s response time down tremendously by not having to set up bumpers each time they approach another vessel for a stop or rescue.  This Patrol Boat is also set up for Marine Patrols by Law Enforcement and provides safety and rescue equipment that are stocked on the vessel when purchased, alleviating the after-market changes and additions that would need to be made when outfitting a standard fiberglass boat.  This Patrol Boat is also made to withstand harsh weather conditions when the boat may be needed for operations during storms and events.  The maneuverability of this style boat far exceeds the standard maneuverability of a fiberglass hull and drafts a shallower depth to allow access to waterways the PSLPD Marine Unit might not be able to reach now. The Fluid 26’ patrol boat comes fully rigged with Police insignia, rescue equipment, firearms storage, all emergency lights and sirens, towing platforms, and electronic navigation equipment.  Essentially this boat will come water ready for the PSLPD Marine Unit to begin using the day of delivery. PSLPD has conducted a sea trial on this model boat to test out all the equipment and functions to make sure it will meet the City’s needs.  This Patrol Boat will be invaluable to the City to expand the Marine Unit’s Patrols and response time along with providing a safe boating environment with the increased boat traffic once the new Port District is opened.
