Executive Summary (General Business): This amendment to Title III - “Administration,” Chapter 35. Finance; Purchasing of the City Code is proposed to expand City Council approval for Consultant’s Competitive Negotiation Act (CCNA) Contract awards and to revise the ordinance to align the processing of unsolicited proposals for Public-Private Partnerships with recently updated state legislation that went into effect July 1, 2024 under section 255.065, Florida Statutes.

Background: Last year, the Council approved comprehensive modifications to the procurement ordinance establishing more modernized and detailed guidelines for purchasing in the City that went into effect October 1, 2023. These proposed changes are to expand City Council approval for CCNA Contract awards and to revise the ordinance to align the processing of unsolicited proposals for Public-Private Partnerships (P3) with recently updated state legislation that went into effect July 1, 2024, under section 255.065, Florida Statutes.
