Executive Summary (General Business): This is an application for the 9th Amendment to the Southern Grove DRI Development Order to modify Map H, the master development plan.  The application was submitted by Mattamy Palm Beach, LLC, as the developer of the Southern Grove DRI.  It includes changes requested by the Port St. Lucie Governmental Finance Corporation (GFC) for GFC owned land.   The purpose of the application is to amend Map H, the master development plan, to adjust the locations for the Residential, Mixed Use, Neighborhood/Village Commercial, and Employment Center sub-districts.  In general, the amount of acreage designated for mixed use development and employment center development is increasing and the amount of acreage designated for Neighborhood Village Commercial use is decreasing.  These changes are intended to accommodate new development proposals and to create a more flexible development program.  No other changes to the DRI development order are proposed.  No other changes are proposed to the DRI development order conditions approved through Resolution 21-R136 on November 8, 2021.  No changes are proposed to Map H-2.  Map H-2 depicts existing and proposed sidewalks and multi-purpose paths in Southern Grove including Tradition Trail.

Staff Recommendation: Move that the Council adopt the resolution as recommended by the Planning and Zoning Board. 

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and adopt the resolution.

2.                     Move that the Council not adopt the resolution and provide staff direction. 

 

Background: The Planning and Zoning Board recommended approval of the proposed amendment at the April 5, 2022 Planning and Zoning Board meeting. 

 

Issues/Analysis: The proposed changes to Map H are consistent with a proposed large scale comprehensive plan text amendment to amend Figure 1-4 of the Future Land Use Element (P22-039).  The text amendment amends Figure 1-4 of the Future Land Use Element to adjust the locations for the Residential, Mixed Use, Neighborhood/Village Commercial, and Employment Center sub-districts to accommodate new development proposals and to provide greater flexibility in the development of these areas.  The proposed comprehensive plan amendment was recommended for approval by the Planning and Zoning Board at their meeting on March 1, 2022.  The transmittal hearing before the City Council was held on March 28, 2022.  The amendment was submitted to the state land planning agency (DEO) and reviewing agencies.  There were no objections or comments to the proposed amendment.  The adoption hearing for the proposed comprehensive plan amendment (P2-0239) is scheduled for a Special Meeting of the City Council on September 26, 2022.
