Executive Summary (General Business): This request authorizes staff to adjust the methodology of 22 City owned parcels and prepare the preliminary assessment roll and notices to owner in compliance with Florida Statute 197.3632. This process is necessary to collect the annual Assessments within the City using the uniform tax bill collection method pursuant to the Uniform Assessment Collection Act found in s.197.3632, Florida Statutes, as amended, for the fiscal year beginning October 1, 2024.

 

Presentation Information: Stephen Okiye, Finance Director, will be presenting. A member of PFM will also be in attendance to answer any questions.

 

Staff Recommendation: Move that the Council approve this resolution.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and adopt the resolution.

2.                     Move that the Council not approve the resolution and provide staff direction.

 

Background: The City Council adopted Resolution No. 05-R91, establishing the City Center Special Assessment District (“City Center SAD”).  This original City Center SAD was based on a preliminary assessment roll prepared by Culpepper & Terpening using plans and specifications available at the time of the 2008 bond refunding. Since then, the future of City Center has changed, and the original plans are no longer relevant to today’s outlook. This resolution constitutes an update to the methodology used to distribute the remaining principal over the 22 City owned parcels in City Center currently being assessed. There is one private owner in the City Center SAD that will not see a change to their assessment. In addition, there are also 10 City owned parcels that were previously paid off in 2017. 

 

Issues/Analysis: The City Manager or his designee is hereby directed to prepare an updated City Center SAD Roll for the 2024 tax roll and remaining life of the assessment.

                     

Financial Information: There will be no change to the total amount of assessment being charged annually. The full $14,045,150 of principal on the 22 City owned parcels will be reallocated based on acreage.

 

Special Consideration: Approval of this Resolution is necessary to move forward with the preparation of the tax roll and comply with the statutory timeline.
