Executive Summary (General Business): The Utility Systems Department (“USD”) desires to acquire the subject parcel for the expansion of the Prineville Facility. Jessica L. Parker (n/k/a Jessica L. Pestrikoff, Successor Trustee of the Parker Family Trust), the owner of the parcel, has agreed to convey the parcel to the City in exchange for compensation in the amount of $140,000.00. 

 

Staff Recommendation: Move that the Council approve the Resolution Authorizing the Acquisition of Lot 6, Block 390, Port St. Lucie Section Twenty-Four, according to the Plat thereof as recorded in Plat Book 13, Pages 31, 31A Through 31C, of the Public Records of St. Lucie County, Florida.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve the acquisition.

2.                     Move that the Council not approve the acquisition and provide staff direction. 

 

Background: This is a request for authorization to acquire real property located at 321 SE Greenway Terrace, Port St. Lucie, Florida, which is directly across from the Prineville Water Treatment Facility. The Utility Systems Department (“USD”) owns six other properties in the subject block with one being immediately adjacent to this vacant lot. This request is consistent with the past practice of acquiring specific properties adjacent to and in close proximity to our Prineville Facility to allow for expansion of our facilities, and very importantly to provide what we call “good neighbor buffering” from surrounding developed residential properties.  

 

Issues/Analysis: N/A

                     

Financial Information: USD wishes to acquire the property for $140,000.00 plus the cost of the appraisal, a title report and title insurance. If approved, the transaction would be made utilizing funds from 431-1340-531000-00000.

 

Special Consideration: The City was contacted to see if there would be any interest in buying the vacant lot. The USD wishes to acquire the property at a value of $140,000.00.

 

Location of Project: The real property to be acquired is located at 321 SE Greenway Terrace, Port St. Lucie, Florida.
