2.                     Parties: City of Port St. Lucie and Hinterland Group, Inc.

3.                     Purpose: To provide a contract for rehabilitation of the City’s infrastructure,

4.                     New/Renewal/Modified: New.

5.                     Duration: 2 years with an option to renew for 2 additional 2-year periods.

6.                     Benefits to Port St. Lucie: Maintain the City’s wastewater collection system.

7.                     Cost to Port St. Lucie (Annual and Potential): Estimated annual expenditures are $120,000 based on the unit prices listed in Schedule A. All future expenditures will be as appropriated in each year’s annual budget.

Staff Recommendation: Move that the Council award Contract #20200104 and enter into a unit price contract with Hinterland Group, Inc. for the rehabilitation of City sewer structures, manholes and lift station wet wells.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and award Contract #20200104.

2.                     Move that the Council not approve Contract #20200104 and provide staff with direction.

 

Background: The City’s wastewater collection system includes numerous manholes and lift stations that are located throughout the Utility Service Area. Hydrogen sulfide gases that are present in a wastewater system can have a corrosive effect on the interior walls of manholes and lift station wet wells. The corrosive nature of these gases can be severe enough to cause some manholes and lift station wet wells to require rehabilitation in order to remain in service. This work is of significant value to the City for the continued reliable and safe operation of its wastewater collection system. An E-Bid was issued on February 2, 2021 to 896 potential suppliers. There were 29 plan holders with 5 responsive proposals and 1 non-responsive proposal being received on March 2, 2021.

 

Issues/Analysis: Staff has reviewed the proposals and finds that Hinterland Group, Inc. provides the best value to the City. Hinterland Group, Inc. has performed several successful projects for the City and in not a local vendor.

                     

Financial Information: Funds are appropriated in the Utility Renewal & Replacement Fund / Inflow & Infiltration / Improvements O/T Buildings (#438-3370-563000-00000).
