Summary Brief (Agreements/Contracts only)

1.                     Prepared by: Jason Bezak, CPPB, NIGP-CPP, PMD.

2.                     Parties: City of Port St. Lucie, Arbor Electrical Inc. dba Mr. Wireman Electric, Davco Electrical Contractor Corp., Francis Uriel Electric, Inc., Paragon Electrical Contractors, Inc., Stryker Electrical Contracting, Inc. and Universal Electric of Florida, Inc.

3.                     Purpose: To provide a list of qualified electrical contractors to all departments on an as-needed basis for repairs, service and installation.

4.                     New/Renewal/Modified: New.

5.                     Duration: The initial term of this contract period was September 23, 2021 through September 22, 2024 with the option to renew for one additional two-year period.

6.                     Benefits to Port St. Lucie: Various Departments will be able to utilize this contract to make necessary electrical repairs, service and installation.

7.                     Cost to Port St. Lucie (Annual and Potential): Estimated annual expenditure is $500,000. Future expenditures will be appropriated each budget year.

Staff Recommendation: Move that the Council waive the bidding, per Chapter 35.04(c), good cause shown, and approve participating in the Palm Beach County School Board Contract 22C-5C for Electrical Contractors: Service, Repairs and Installation.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve participating in the Palm Beach County School Board Contract 22C-5C.

2.                     Move that the Council not approve participating in the Palm Beach County School Board Contract 22C-5C and provide staff with direction.

 

Background: The City currently utilizes Palm Beach County School Board (PBCSB) competitively bid out term contract for Electrical Contractors for Service, Repair and Installations. This contract has recently expired and has been rebid. The City would like to piggyback the new solicited contract. Various departments will be able to utilize this Contract to make necessary repairs, service and installations on an as needed basis. This Contract will also help departments with future budgeting as they can better estimate the cost of maintenance and repairs based on rates listed in the Contract. The proposed Contract is similar to other City contracts as those in place for these types of services.

 

Issues/Analysis: Staff has reviewed the contract rates and finds them reasonable, acceptable and it meets all the requirements of the City’s procurement ordinance.

                     

Financial Information: Funds will be appropriated in various department budgets.
