Staff Recommendation: Move that the Council waive the bidding per Chapter 35.04(c) of the City’s code of ordinances for good cause shown and complete the motion in the affirmative to participate in Indian River County’s competitively bid contract with Florida Armature Works, Inc., authorized by Section 4.04 of the City’s purchasing policy and procedure manual.
Alternate Recommendations:
1. Move that the Council amend the recommendation and complete the motion in the affirmative.
2. Move that the Council not approve and provide staff with direction.
Background: Indian River County competitively procured the services of Florida Armature Works, Inc. for motor and pump repair services for a three-year term commencing August 2019. The City desires to “piggyback” from this procurement to enter into an agreement with the vendor to provide the same services at the same rates to the City.
Issues/Analysis: Indian River County has authorized this “piggyback” by executing Amendment 1 to the contract at its regular meeting on Dec. 7, 2021. This item meets the requirements of the City’s procurement ordinance.
Financial Information: Account 431-3360-546300. Last fiscal year, the USD spent $171,000 on motor and pump repair services.
Special Consideration: This contract is necessary to provide ongoing maintenance to the USD’s pumps and motor repairs at the water treatment plants.
Location of Project: Water Treatment Facilities. The plant locations are critical infrastructure protected by the Department of Homeland Security.
