Summary Brief (Agreements/Contracts only)

1.                     Prepared by: Jason Bezak, CPPB, NIGP-CPP, Procurement Agent II, PMD.

2.                     Parties: City of Port St. Lucie and American Consulting Engineers of Florida, LLC.

3.                     Purpose: Facilitate the inclusion of additional project improvements associated with the Floresta Drive Corridor Master Plan layout and amenities approved by City Council on May 14, 2018.

4.                     New/Renewal/Modified: Modified.

5.                     Duration: Amendment #7 adds 60 additional days to the contract, the new contract end date is March 1, 2022.

6.                     Benefits to Port St. Lucie: Addresses the City’s Strategic Plan goals by providing increased mobility options to residents and by beautifying a residential neighborhood.

7.                     Cost to Port St. Lucie (Annual and Potential): Amendment #1 added no time or price, just clarified the scope for utility relocation. Amendment #2 was approved by City Council on September 28, 2020 to add 41 calendar days and $355,673, all of which is being fully reimbursed by St. Lucie County per an Interlocal Agreement. Amendments #3-6 added $68,638 in additional services, which did not require council approval. The addition of Amendment #7($74,503), brings the total to $143,141, requiring council approval. The New Contract Amount is $2,571,776.

Staff Recommendation: Move that the Council approve Amendment #7 to Contract # 20190112 to American Consulting Engineers of Florida, LLC. for Professional Engineering Design Services of Floresta Drive Improvements Phases 2 and 3.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve Amendment #7 to Contract # 20190112.

2.                     Move that the Council not approve Amendment #7 to Contract # 20190112 and provide staff with direction.

 

Background: For Amendment #7 the Consultant will provide engineering services for revising Floresta Drive Phases 2 & 3 plans to include additional pond design and coordination, add a littoral shelf for the Thornhill pond and fountain for the Harbor View pond along with additional survey for new pond outfall pipes and dividing the project into two sets of plans (standalone set for each Phase 2 and Phase 3).

 

Issues/Analysis: Staff reviewed American Consulting Engineers of Florida, LLC.’s proposal and finds it fair and reasonable.

                     

Financial Information: Funds are appropriated in the Half Cent Sales Tax/Roadways-Professional Services (310- 4105-568813-00000).

Location of Project: Approximately 1.55 miles from south of the Elkcam Waterway to Prima Vista Drive (Phases 2 & 3).
