2. Parties: City of Port St. Lucie and Romtec, Inc.
3. Purpose: To elevate the potential for incorporating Romtec, Inc.’s restroom designs and procurement for future Parks & Recreation facilities.
4. New/Renewal/Modified: Modified.
5. Duration: Upon execution through October 15, 2025.
6. Benefits to Port St. Lucie: The inclusion of modular-style buildings within the Capital Improvement Projects will enhance the diversity of architectural designs for new Parks facilities.
7. Cost to Port St. Lucie (Annual and Potential): Total expenditure is up to $1,200,000.00 for FY 2025. Future expenditures will be appropriated in future budgets approved by Council.

Staff Recommendation: Move that the Council approve the additional vendor, per Chapter 35.08(a)(9)a., Cooperative Purchasing, with Sourcewell Cooperative Contract #081721-RMT for the purchase of prefabricated concrete buildings.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve the use of the additional vendor from the Sourcewell Cooperative Contract #081721-RMT.
2. Move that the Council not approve the additional vendor and provide staff with direction.
Background: To optimize construction costs, staff evaluated alternative options and explored the possibility of directly purchasing modular-style buildings through the Sourcewell Cooperative Contract. As part of the design specifications for construction of high-priority Parks & Recreation projects., Romtec, Inc. has been identified as a potential vendor to accommodate design requirements.
Council approved the participation in the Sourcewell Cooperative Contract back in January 2023 for a different vendor.
Issues/Analysis: The direct purchase of modular-style buildings from Romtec, Inc. could offer savings for the City by eliminating sales tax and provides an opportunity to diversify building selection and design. Staff recommends approval of adding this additional vendor.
Financial Information: Funds are appropriated in the CIP General Fund / Parks & Rec / Improvements O/T Building (301-7210-563000-00000).
Special Consideration: Sourcewell is a State of Minnesota local government unit and service cooperative created under the laws of the State of Minnesota that offers cooperative procurement solutions to government entities. Sourcewell issued a public solicitation for Restroom & Shower Facility Solutions from which suppliers were awarded contracts.
