3. Purpose: To update the City’s current pavement management plan and expand the existing database of assets within the City rights-of-way.

5. Duration: 90 calendar days with no option to renew.
6. Benefits to Port St. Lucie: Value through comprehensive database of assets, efficient identification and scheduling of repairs.
7. Cost to Port St. Lucie (Annual and Potential): One-time estimated expenditure of $238,505.69.

Staff Recommendation: Move that the Council award Contract #20220022 and enter into a unit price contract for the Pavement Condition & Right-of-Way Asset Surveys with TransMap Corporation.
Alternate Recommendations:
1. Move that the Council amend the recommendation and award Contract #20220022.
2. Move that the Council not approve Contract #20220022 and provide staff with direction.
Background: In 2015 the City contracted with a vendor to conduct the first citywide pavement condition survey and since that time, the data collected has been utilized in the creation and implementation of the 10-Year Paving Master Plan and Pavement Preservation programs. This contract will authorize an infrastructure management company to again scan (inventory) all streets within the City and provide updated information on pavement condition as well as additional assets located within the right of way such as pavement markings, signage, guardrail, etc. This information will then be stored in a database which will allow staff the ability to identify the location, assess current condition, and assist in the prioritization of the repair and/or replacement of assets which may need attention.
An E-Bid was issued on January 6, 2022, to 1,452 potential suppliers. There were 22 plan holders with 2 bids being received on January 27, 2022.
Issues/Analysis: Staff has reviewed the proposals and finds that TransMap Corporation provides the best value to the City. TransMap Corporation is not a local vendor.
Financial Information: Funds are appropriated in the FY 21-22 budget for Road & Bridge CIP/ Improvements O/T Buildings/ Professional Services (304-4125-563005).
