3. Purpose: This consultant would advise the USD for what materials and services are required to implement advanced metering infrastructure (“AMI”).
4. New/Renewal/Modified: New.
5. Duration: 120 days.
6. Benefits to Port St. Lucie: To assess the USD’s current facilities and determine the scope and cost needed to implement AMI for the benefit of the Utility water customer.
7. Cost to Port St. Lucie (Annual and Potential): Approximately $95,900 for the consulting and recommendation to Port St. Lucie regarding the assessment of Advanced Metering Infrastructure.

Background: The City of Tampa competitively procured consulting services for AMI and selected E-Source (fka Excergy) via RFP #42081120. The consultant will provide Port St. Lucie with a comprehensive list of data and information requests that will feed into the cost/benefit analysis underlying the business case. The Consultant will examine Port St. Lucie’s current business and operations processes, practices, and personnel to identify gaps and establish a baseline for assessing advanced metering readiness. The consulting team comes equipped with a customized set of questions we use to collect this information through a series of on-site workshops with Port St. Lucie’s respective subject matter experts. To develop a reliable cost estimate for an advanced metering implementation, the Consultant will leverage its comprehensive vendor technology pricing database and industry reports/ references. E Source will assess the costs including: capital costs (e.g. system infrastructure including equipment, hardware, software, communications; installation; professional services, etc.) and ongoing operation and maintenance cost (e.g. system operator cost, licensing, staffing, public awareness campaign, etc.)
Issues/Analysis: These services are necessary to determine what the City would need to implement AMI to best serve our utility customers.
Financial Information: The USD anticipates a one-time cost of $95,900 from Account # 431-1348-534000-00000.
Special Consideration: If this technology is implemented, utility customers could enjoy live readings of their water usage and the ability to shut-off water remotely.
