3. Purpose: To provide additional services for the construction, engineering, inspection and testing for the Riverwalk Boardwalk Phase 2 extension project.
4. New/Renewal/Modified: Modified.
5. Duration: Extend the current term for an additional 546 calendar days with a new contract end date of March 30, 2023.
6. Benefits to Port St. Lucie: Provides for the completion of the Riverwalk Boardwalk project.
7. Cost to Port St. Lucie (Annual and Potential): One-time expense of $122,445.

Staff Recommendation: Move that the Council approve Amendment #8 to Contract #20160056 with Culpepper & Terpening, Inc., for the Riverwalk Boardwalk Phase 2 CEI Services.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve Amendment #8 to Contract #20160056.
2. Move that the Council not approve Amendment #8 to Contract #20160056 and provide staff with direction.
Background: In 2016, the City approved the contract with Culpepper & Terpening, Inc., for engineering, design and permitting for park improvements to the 9.75-acre Westmoreland middle tract, 13-acre Westmoreland conservation tract, and the southern extension of the Riverwalk Boardwalk from the Westmoreland middle tract to Bridge Plaza Tract. Contract Amendment #8 provides additional services that will include additional Environmental permit coordination for the permitting of the FDOT underpass.
Issues/Analysis: The boardwalk phase of construction along the Conservation Tract is currently identified to occur in FY 2022-23. Completing this phase of the project starting in the current Fiscal Year will accelerate the project by three (3) years and save approximately 30% in construction costs.
Financial Information: Funding identified through an Interfund Transfer (Tesoro SAD). A Budget Amendment has been prepared to allocate funds for the current Fiscal Year (#301-7210-563000-Y1612).
