Executive Summary (General Business):
Presentation Information: Discuss the Tradition Regional Park design concept as prepared by Lucido & Associates.
Staff Recommendation: Move that the Council approve moving forward with a concept design and construction phasing recommendation provided by Lucido & Associates.
Alternate Recommendations:
1. Move that the Council amend the recommendation and move forward with a design and construction phasing inclusive of revisions to the Lucido & Associates conceptual site plan.
2. Move that the Council not approve the proposed conceptual site plan and provide staff with further direction.
Background: Tradition Regional Park has been requested by the residents of Port St. Lucie and has been noted via the Parks & Recreation 10-Year System Master Plan as a desired amenity for the City.
The City’s adopted Strategic Plan, Goal 6, Culture Nature and Fun Activities includes the planning and construction of Tradition Regional Park. On March 9, 2020, City Council authorized Mattamy Palm Beach, LLC, to begin the conceptual master planning process for Tradition Regional Park. Mattamy’s goal was to develop a conceptual master plan for the future park, illustrating park features and amenities that were derived through the public engagement process, meetings with stakeholder groups, referencing the Park & Recreation Department’s 10-Year Master Plan and with guidance from City staff. During the master planning process, Mattamy Palm Beach, LLC, identified, and proposes to implement a potential “Phase I” construction plan that would enable a portion of the overall Tradition Regional Park master plan to be developed five to six years in advance of the City’s current CIP schedule.
On December 14, 2020 Steve Garrett, Lucido & Associates Vice President, presented the draft conceptual master plan to Council and received direction and comment on how to advance the master plan towards completion as well as defining specific uses for the site throughout the plan. Lucido & Associates has further developed the plan to refine potential phases, implementation costs and yearly maintenance costs to present to Council for this review.
Issues/Analysis: Approval of the Tradition Regional Park Conceptual Master Plan will guide the development and construction phases of future park improvements.
Financial Information: If approved by City Council, this project partnership between the City and Mattamy Palm Beach, LLC, will potentially construct the first phase of Tradition Regional Park, enabling public use and providing both passive and active recreational opportunities to current and future residents. The current City CIP schedule allocates $1,000,000 of #305 Parks Impact Fee funding in Fiscal Year 2025-2026, and an additional $9,000,000 in FY 2026-2027, for the development of Phase I of Tradition Regional Park.
Special Consideration: Lucido & Associates would also like to provide an update to the envisioning of Tradition Trail within Southern Grove and ask that Mattamy Palm Beach, LLC be authorized to undertake the master planning of various park sites and common areas within Southern Grove.
Location of Project: The park site is located at the western edge of Tradition, adjacent to Western Grove. Access will be provided via Tradition Parkway.
Attachments: A PowerPoint is in development by Lucido & Associates and will be provided to the City Council in advance of the April 19th Special City Council meeting.
