Executive Summary (General Business): City of Port St. Lucie wishes to amend the City Code to remove matters related to solid waste collection and solid waste service assessments from Title V and renaming Title V - Office of Solid Waste to Title V - Public Works; and to create a new Title VIII - Office of Solid Waste. This ordinance also enacts a revised subsection 80.17(b)(3)iii. (currently 50.17(b)(3)iii.) to clarify when a citation is to be mailed to a property owner in addition to other methods of delivery and adds a new subsection 80.17(b)(5)v.)(c) to clarify that prior bulk waste and yard waste violations are to be considered as prior offenses for purposes of enforcing either subsection. This ordinance is intended as an update to the City Code to allow for greater clarity and ease of navigation.

Background:

Issues/Analysis: Title V, Chapter 50 was previously the Public Works Section of Code and was renamed Office of Solid Waste rather than creating a new chapter for the Office of Solid Waste, which has created confusion for some applicants and residents of the City.
