Executive Summary (General Business): This application is a replat of Parcel 25B, Southern Grove Plat No. 13. Parcel 25B is a City owned parcel of land in Southern Grove on the west side of SW Village Parkway immediately south of future E/W 2 roadway. The property was deeded to the City of Port St. Lucie by the Tradition Land Company for a future public school site and a future public park site in accordance with the requirements of the Southern Grove DRI. The subject property is approximately 47.51 acres and will be subdivided to create a 20 acre K-8 school site, a 16 acre park site for Stars and Stripes, a 10 acre water management tract that will designed as a water feature for the Stars and Stripes Park, and a .377 acre linear tract to connect Tradition Trail to E/W 2. Tradition Trail will run west of the Stars and Stripes Park and the site plan provides for a connection to the trail system through the park site.
There is an associated application for site plan approval for Stars in Stripes that is on the November 13, 2023 City Council agenda (P22-195).

Staff Recommendation: Move that the Council approve the subdivision plat as recommended by the Site Plan Review Committee.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve the subdivision plat.
2. Move that the Council not approve the subdivision plat and provide staff direction.
