Background: The Utility Systems Department ("USD") has installed simplex residential grinder systems and duplex grinder systems throughout the City since 1996 and has created one of the largest low-pressure systems in the United States. The growth of the City as well as the movement from septic to sewer requires new residential grinder systems to be installed.
