Executive Summary (General Business): The City of Port St. Lucie has received a major site plan application from the applicant, John Alvardo, Costco Wholesale Corporation for a 163,000-square-foot Costco Wholesale store, liquor store, tire center, and fuel station. The property is generally located on the southeast corner of SW Village Parkway and SW Marshall Parkway and the property is located within the Southern Grove Development of Regional Impact (DRI). The Costco property is legally described as Southern Grove Plat No. 52, Lot 2.

Staff Recommendation: Move that the Council approve the Major Site Plan as recommended by the Site Plan Review Committee
Alternate Recommendations:
Move that the Council amend the recommendation and approve the Major Site Plan with conditions.
Move that the Council deny the request and provide staff with direction.
Background: An amendment to the Legacy Park North at Southern Grove MPUD (P26-054) was approved by the City Council on July 27, 2026, to allow the permitted uses that are outlined in the Project Description of the staff report.
Issues/Analysis: The proposed project has been reviewed for compliance with the Legacy Park (North) at Southern Grove Master Planned Unit Development (MPUD) and the Southern Grove Development of Regional Impact development order regarding the provision of adequate public facilities and documented and found to be in compliance.
