Staff Recommendation: Move that the Council adopt the resolution as recommended by the Planning and Zoning Board.

1. Move that the Council amend the recommendation and adopt the resolution.
2. Move that the Council not adopt the resolution and provide staff direction.
Background: The Planning and Zoning Board at their June 1, 2021 meeting recommended approval with a 4-1 vote.
