Executive Summary (General Business): The Port St. Lucie Police Department (PSLPD) is requesting permission from the City Council to apply for the 2021 COPS Office Community Policing Development (CPD) De-Escalation Training grant application. PSLPD intends to apply for funding of $23,000 in order to provide a "train-the-trainer" De-Escalation training to one of its Training Officers to gain the knowledge to train all of PSLPD's sworn staff that will receive such training annually.

Staff Recommendation: Move that the Council grant permission to the Police Department to apply for the 2021 COPS Office CPD De-Escalation Training Grant.

Alternate Recommendations:
1. Move that the Council amend the recommendation and approve the request to apply for the 2021 COPS Office CPD De-Escalation Training Grant for $23,000.
2. Move that the Council not approve the grant request and provide staff direction.

Background: On June 3, 2021, the Port St. Lucie Police Department (PSLPD) received notification from the US DOJ COPS Office of various competitive grant opportunities through their Community Policing Development (CPD) program. Of those grant programs, PSLPD requests to apply for the De-Escalation Training grant, which has a due date of July 21, 2021.

Issues/Analysis: The Port St. Lucie Police Department intends to apply for this two-year Federal COPS CPD grant to provide De-Escalation Training to one of its Training Officers.
