Submitted By: Michelle Fentress, Procurement Agent I, Procurement Management Division (PMD).

Strategic Plan Link: The City's Mission to provide exceptional municipal services.

Summary Brief (Agreements/Contracts only)
1. Prepared by: Michelle Fentress, Procurement Agent I, PMD.
2. Parties: City of Port St. Lucie and AT&T Corporation.
3. Purpose: To upgrade the current Avaya PBX phone system for remote 911 reporting.
4. New/Renewal/Modified: Modified.
5. Duration: 4 years.
6. Benefits to Port St. Lucie: This upgrade will bring the city in federal compliance with the Ray Baum's Act which requires multi-lined telephone systems to report a dispatchable location to 911.
7. Cost to Port St. Lucie (Annual and Potential): Estimated expenditures for FY 2022/2023 for equipment upgrade is $42,322.75. Four (4) years of maintenance is $3,627.86 for year two and $6,211.98 for year three and thereafter.

Presentation Information: N/A.

Staff Recommendation: Move that the Council approve the upgraded services to Agreement #20220054 with AT&T Corporation for Hardware Upgrades and Maintenance to the current phone system.

Alternate Recommendations:
1. Move that the Council amend the recommendation and approve Agreement #20220054.
2. Move that the Council not approve Agreement #20220054 and provide staff with direction.

Background: Since the City has installed a digital PBX based phone system, the City has been in a maintenance agreement with AT&T. The City currently has multiple remote workers whose desk phone number resides on city property and their home property. This upgrade will allow the IT Department to report either address depending on their location.

Issues/Analysis: Staff has reviewed the Agreement and finds that it is reasonable and acceptable.
