Staff Recommendation: Move that the Council waive the bidding for Contract #20230054, per Chapter 35.04(c) of the City's code of ordinances for good cause shown and approve participating (or "piggyback") the Polk County Contract #22-102 with General Controls Systems, Inc for SCADA support.

1. Move that the Council amend the recommendation and approve participating in the Polk County Cooperative Contract #22-102.
2. Move that the Council not approve participating in the Polk County Cooperative Contract #22-102 and provide staff with direction.
