Executive Summary (General Business): This ordinance includes the application of a city-initiated text amendment to Chapter 158 of the City of Port St. Lucie Code of Ordinances which lists the zoning districts within which mobile food trucks and trailers will be permitted to operate and creates a new Chapter of the City's Code of Ordinances - Chapter 121- Mobile Food Trucks to establish general operation requirements for mobile food trucks and trailers as recommended by the City Attorney's Office.

Staff Recommendation: Move that the Council approve the city-initiated text amendment to Chapter 158 of the City of Port St. Lucie Code of Ordinances and adopt Chapter 121- Mobile Food Trucks as recommended.
Alternate Recommendations:
1. Move that the Council amend the recommendation and adopt Chapter 121- Mobile Food Trucks as recommended.
2. Move that the Council provide staff direction.
Background: Section 509.102, Florida Statutes generally preempts to the state certain regulation of the operation of mobile food dispensing vehicles (MFDV) and temporary commercial kitchens (TCK) (aka mobile food trucks and trailers), as well as prohibits the City of Port St. Lucie, Florida ("City") from banning their operation within the entirety of the City.
