Staff Recommendation: Move that the Council waive the provisions of the procurement ordinance as requested by the City Manager and authorized by Section 35.04(c), and authorize the purchase as requested by staff.

Background: The COVID-19 pandemic has created shortages in the supply chain, making it a challenge to purchase certain items required to continue to operate the Reverse Osmosis ("RO") plant at its current capacity. The USD sought to "piggyback" the terms of a competitively bid contract with the City of Sunrise, however, the terms of that agreement were not favorable, therefore, the USD sought three quotes to make the requisite upgrades.
